Why does the App Store always say an app is compatible, even when you’re clearly running on an older OS version?

Example, Google Chrome is no longer compatible with iPadOS 14 but the app says it “works on this iPad”. In fact, I’ve never seen the App Store say an app is NOT compatible.

I’m guessing it’s looking at the iPads hardware version vs software version.
