Workforce was ostensibly a team of super-heroes created by Leland McCauley to rival RJ Brande's Legion of Super-Heroes.
History
While often doing heroics, more often than not, their actions benefited Leland McCauley. Live Wire joined the team after he was replaced on the Legion of Super-Heroes by his twin sister Spark.
Originally they were a team of teenagers but Leland eventually chose to make the team all adults to prove a point that the Legion was irresponsible for employing teenagers. Hypocritically he allowed a young Lori Morning to join the team even though she was only an adult when she used the H-Dial.
