Doctor Saba is a researcher for the Federal Bureau of Control.
Biography
Dr. Saba is one of the Bureau's researchers who was able to survive the Hiss invasion due to wearing a Hedron Resonance Amplifier. After Jesse Faden enters the Foundation (and unconsciously draws Emily Pope in after her,) Dr. Saba is among the Bureau personnel who follow Pope into the Foundation to conduct research on the area. He can be found in the Crossroads near the Nail along with Pope and several Rangers.
Notably, Dr. Saba is the only researcher (aside from Pope) who can be encountered in the Foundation.
Trivia
Emily Pope mentions during idle conversation that "Darling always spoke very highly of" Saba.
