I guess the uploader based the licensing off of this source-code snippet from the source page: <link about="https://i.vimeocdn.com/filter/overlay?src0=https%3A%2F%2Fi.vimeocdn.com%2Fvideo%2F743882477-987b1fef821d95f59f6dbde01b74ce483429f91e501f877060fcfbedacca9d54-d_1280x720&src1=https%3A%2F%2Ff.vimeocdn.com%2Fimages_v6%2Fshare%2Fplay_icon_overlay.png" rel="license" href="https://creativecommons.org/licenses/by/3.0/">but to me it looks like the snippet, even if it legitimately declares license of something, only concerns the thumbnail (linked through the
