Yes, it's possible, but what you describe is one of the reasons why people started deriding so-called "paper MCSEs." It's better to learn the skills than to memorize test questions and answers.

Back in the day, you could just buy and learn the questions. It was in fact not legal (Microsoft, at least, sued people who provided them for copyright violations), it's not ethical…
