The research is embedded into a larger framework of a global analysis of climate mitigation policy carried out by the European ADAM project. Our analysis constitutes basically a techno-economic analysis of all GHG emitting sectors in Europe with the objective to carry out a model-based integrated assessment. Depending on the sector analysed it is either directly combined with a policy analysis (e.g. in the transport sector, renewable sector) or the policy analysis is performed qualitatively as a subsequent and independent step after the techno-economic analysis is completed (e.g. in the residential and service sectors). This paper examines different carbon pathways for achieving deep CO2 reduction targets for the UK... more This paper examines different carbon pathways for achieving deep CO2 reduction targets for the UK using a macro-econometric hybrid model E3MG, which stands for Energy–Economy–Environment Model at the Global level. The E3MG, with the UK as one of its regions, combines a top-down approach for modeling the global economy and for estimating the aggregate and disaggregate energy demand and a bottom-up approach (Energy Technology subModel, ETM) for simulating the power sector, which then provides feedback to the energy demand equations and the whole economy. The ETM submodel uses a probabilistic approach and historical data for estimating the penetration levels of the different technologies, considering their economic, technical and environmental characteristics. Three pathway scenarios (CFH, CLC and CAM) simulate the CO2 reduction by 40%, 60% and 80% by 2050 compared to 1990 levels respectively and are compared with a reference scenario (REF), with no reduction target. This paper surveys the literature on, and examples of current implementation of, carbon taxes and... more This paper surveys the literature on, and examples of current implementation of, carbon taxes and carbon emission permits. It sets out the theoretical basis for these instruments, with special reference to the revenuerecycling and tax interaction effects. This theoretical work concludes that instruments which raise revenue which can be recycled so as to reduce preexisting distortionary taxes are significantly less costly than those which do not. The paper then reviews the sizable literature on the distributional effects of these instruments, especially with regard to industrial competitiveness and regressive effects on low-income groups, evaluating attempts to mitigate these where they are perceived as unacceptable. The paper concludes that such efforts at mitigation, while possible, can substantially reduce the efficiency benefits of the instruments. The projected costs of carbon taxes depend on a wide range of assumptions. This is still a contested area, but the paper concludes that, on a range of plausible assumptions, these costs need not be high. Finally the paper notes that early evaluations of the environmental effectiveness of carbon taxes have been generally positive. This suggests that, if concern about anthropogenic climate change continues to increase, more countries will introduce carbon taxes and emission permits, with the latter increasingly auctioned.
