Development Impact Fee Transparency & AB 602 Compliance

In September of 2021, the California Legislature passed Assembly Bill (AB) 602 and the Governor signed it into law. AB 602 created new requirements for development impact fees that went into effect on January 1, 2022. Specifically, the new law amends Government Code Section 65940.1 and added Section 66016.5 to impose the reporting requirements on cities, counties, and special districts. This page is a repository of all the information required to be publicly posted under AB 602.

Fee Schedules

Note: Affordable housing development projects may be eligible for an impact fee deferral or waiver. Please contact the Community Development Department.

  • Building Fees may include some or all of the following, depending on the type and scope of the project; additional information on each fee is available on the Building Permits webpage:
    • Plan Check
    • School District Fees
    • San Mateo County Environmental Health Services Fee
    • SMI (Strong Motion Instrumentation and Seismic Hazard Mapping) Fee
    • Quimby Act Fee
    • City of Brisbane Art in Public Places Fee for projects: Credit Card 2% processing fee
  • Sewer and Water Connection Fees include:
  • CEQA Environmental Document Filing Fees
  • Projects within the San Bruno Mountain Habitat Conservation Plan (HCP) may be subject to the following fees:
    • HCP Habitat Conservation Fee: multiply "mitigation fee land area" by the "mitigation fee market value" (the highest or most recent per square foot sales price, whichever is greater)
    • HCP Funding Program: Landowner shall pay an annual assessment to the San Bruno Mountain Conservation Fund consistent with the funding program described in HCP Chapter V-B

Note: The City of Brisbane is not responsible for the accuracy of the information received from development proponents posted on this site. Only quarters in which a housing development project was completed will be uploaded.

The City of Brisbane does not currently have any development impact fees but the City Council will be studying the following impact fees in 2023 and 2024:
