I found a tutorial that explained how to create a USB using the restore within the Disk Utilities. However, that didn't work for me. The restore seemed to finish correctly but the install would abort when looking for the disk drive to install to.
What worked:
I was able to create the USB by downloading the ISO to windows first and then using Etcher to create the install USB. Etcher gives a warning that the USB will not contain a bootable partition but creates the USB anyway. In my case, I had a working mac, I just needed to reinstall the OS. This allowed me to insert the USB into the working mac and select the option to install the OS. I do not know if this would work for a mac that's not bootable.

Downloaded the iso image and proceeded to make a Mac OS X bootable USB on windows. To create a bootable media to install Mac OS X leopard on my old macbook A1181. I used imageusb and installed.
I was very happy to find this 10.5.4 version which worked perfectly.

Downloaded the iso image and proceeded to burn a DMG onto a USB drive's partition. Used the latter to boot my old MacPro 1.1 (two 2.66 GHz, dual-core processors) and installed.
My previous attempts with my old 10.5.0 installer had failed, and I was very happy to find this 10.5.4 version which worked perfectly.

If anyone has trouble getting this burned disc to be seen during the initial disc boot phase, I've found the G4/G5 factory optical drives are pretty terrible at reading burned DVDs. I installed a number of drives til eventually I found one that worked. It was a TSSTcorp SH-S182D . It has a 2006 sticker. I think newer drives have an increased chance of success.

Got an error that a package ("CanonPrintDrivers", I think) could not be verified, and the install would not complete.
edit: just noticed the option to customize the installation and disable print drivers, I'll try it again, but installing by USB is painfully slow on the machine I'm trying to install to

This image doesn't work. When I open it, it requests to restart the computer to begin with the installation process, but after the restart nothing happens, so I'm stucked in a sort of loop.
