TSSWCB coordinates payments for haulers that transport the raw manure from the dairies to the composting facilities, and haulers and dairies are required to meet TSSCWB criteria--such as developing a TSSWCB-approved water quality management plan--to participate.

The combined efforts of TCEQ TSSWCB, TxDOT, and other program partners have made the manure export program a notable success.
