Unfortunately, if xmodmap doesn't work, you don't really have any other options. Writing a script to check and enable numlock, isn't sweeping the problem under the rug. Think of it as a check-and-balance for fat fingering the key. There are no side effects and the script can easily be stopped/started at any time. It's really not that dirty of a workaround.
