i posted in here a while back about usbguard and when once a usb item is disabled by it the usb item doesn't get allowed again until after a reboot even though you've modified its rules.conf and done everything you would think needs to be done. I don't know why and lost interest and never came to a conclusion; I gotta believe usbguard is just a high level interface and is basically doing the low level syntax like what you are describing here.
