Still an issue in openSUSE Leap 15.1.

Manually created /etc/xdg/QtProject/qtlogging.ini/etc/xdg/QtProject/qtlogging.ini (path found via strace okularstrace okular) and restarted (killed) kactivitymanagerdkactivitymanagerd. Seems to work for me.
