The system is telling your "wait, this lock file means that we cannot proceed because we can corrupt the system". When you use kill -9 you are taking a shotgun a shooting the process. It does not have to finish nicely, so you are putting yourself in a situation where you can corrupt the system. Don't do this unless you fully understand what is going on.
