No you don't. My statement has nothing to do with whether you use the file command or not. for xyz in "$@" means exactly the same thing as for xyz with no in clause. From the dash (posix shell) manpage: Omitting in word ... is equivalent to in "$@". The bash shell works the same way.

Yes, I do. The file command is not the actual command in the real script, where the files need to be processed individually.
