systemd.exec(5) says "The execution specific configuration options are configured in the [Service], [Socket], [Mount], or [Swap] sections, depending on the unit type.", in addition to options specific to [Service] section mentioned here.

The WorkingDirectory property for transient units was not added to systemd until 227 (https://github.com/systemd/systemd/blob/master/NEWS#L1743)
