It doesn't seem safe to overwrite system files like System/Library/LaunchDaemons/com.apple.pfctl.plist; this probably wouldn't survive an OS update?

I think you meant to include the pfctl command after sudo at the end. Thanks for the details! I am going through this setup now myself.
