+1. This is the first answer that shows why an exception isn't appropriate here. Exceptions indicate that the caller is likely to need to know about the exceptional case. In this case, almost certainly the client of the class in question won't care whether calling 'stop()' actually caused a state transition, so would likely not want to know about an exception.
