Can you clarify on step 3? I am not sure I completely understand this step.

I'm just saying at the beginning you know at least the minimum number of extra parents you will need. (I actually forgot that you will have to loop back to step 3, rather than 4, because you may discover there was less room than you thought due to child records already existing).
