I also don't see how you can say "I've also tried making KMaps of the current table but yielded no results". Yet, for example, the k-map for the RED LIGHT is simple to make from your table:

Did you produce this, too? I can't tell because you write nothing at all about what you tried.
I'll stop here. You need to write details about your progress. What did you get for the k-map for the GREEN and YELLOW lights, for example? When you write, "the behavior was nowhere near the expected", what behavior did you get that you didn't expect? What did you try to get the unexpected result?
